BEREP History

Founded in 1968 under law reference No. 68.12 of 13 January 1968 (Published in the official Journal) , BEREP began its journey under the name ETAU (Central Office for Studies in Public Works, Architecture and Urban Planning). It was initially responsible for designing architectural and technical studies in support of Algeria’s public works and urban development programmes.
Following a government initiative, ETAU was renamed BEREP (Office for Studies, Restoration and Preservation of Historic Districts) on 30 April 1983 . Its main mission then focused on the design and preparation of renovation projects for historic neighbourhoods, as well as buildings of all types.
Later, on 11 October 1998 , as part of the restructuring of public government-owned companies and within a new economic framework, the company adopted its current name: BEREP (Consulting Office For Project Design, Carrying-out Projects and Engineering) This transition marked a new stage in the company’s development, broadening its expertise to include engineering, supervision, carrying-out and project management across all areas of construction and infrastructure.
Today, BEREP operates as a Public Economic Enterprise (EPE-SPA) with a capital of 280,000,000.00 DA , managed by a Board of Directors under the supervision of the Ministry of Housing, Urban Planning and the City.

KEY Missions

PRELIMINARY DESIGN

At this stage, BEREP develops a concept proposal that serves as the foundation for the project’s design.
This initial phase outlines the overall vision, taking into account the client’s objectives, budget, and the specific characteristics of the site.
To ensure a solid technical basis, BEREP conducts a series of site analyses and preliminary investigations, including:

  • On-site inspection and photographic documentation
  • Topographical and geotechnical surveys
  • Existing site assessments and graphical documentation
  • Structural and technical diagnostics (when dealing with renovations or reinforcements)

All collected data undergoes careful verification prior to use.

The preliminary design provides a first visual and spatial understanding of the project within its environment.
Depending on the project’s complexity, BEREP may also prepare additional presentation materials such as 3D renderings, physical models, or video animations to help the client fully appreciate the concept.

DETAILED DESIGN PHASE

After the Preliminary Design has been approved by the client, BEREP moves forward with the Detailed Design Phase (APD) a crucial stage in which the project’s concept takes full technical and architectural shape.

The Project Manager coordinates the initial APD documentation, sharing it with all stakeholders for review. This stage involves close collaboration between architects, engineers, and quantity surveyors, who together refine the design through a multidisciplinary approach. The resulting APD report is then consolidated and submitted to the client for approval.

During this phase, BEREP expands upon the architectural design and integrates contributions from the various specialised disciplines to develop technical systems and solutions tailored to the project’s requirements.

The phase concludes with a comprehensive presentation of selected materials and design options, accompanied by a cost estimate and a preliminary construction timeline.

CONSTRUCTION DOCUMENTATION PHASE

Once the Detailed Design Phase documents are approved, BEREP proceeds to the Construction Documentation Phase. During this stage, the team prepares detailed execution drawings at the appropriate scales, along with calculation reports, technical specifications, and all written and graphical documents defining the project’s design, materials, and equipment in comprehensive detail.

The finalized documentation is then submitted to the competent authorities, including the Technical Control Office (CTC), Civil Protection, Water and Hydraulic Services, Sonelgaz, and PTT, for review and approval of the proposed technical solutions within their respective areas of responsibility.

PREPARATION OF THE TENDER DOCUMENTS

Upon approval of the Construction Documentation Phase, BEREP initiates the preparation of the documents required for contractor selection.
This stage is conducted in full compliance with current regulations and in line with the project’s technical and administrative requirements.

The documentation outlines the project scope, specifications, and cost estimates for each project component, while clearly defining the roles and coordination framework between all stakeholders.

BEREP assists the Client throughout the procurement process from evaluating proposals to selecting the most qualified contractors based on agreed technical, financial, and scheduling criteria. Once selections are confirmed, BEREP supports the drafting and finalisation of contracts, formalising commitments on quality, timelines, and performance standards.

CONSTRUCTION SUPERVISION AND QUALITY CONTROL

During the construction stage, BEREP ensures that all works are executed in strict accordance with the approved drawings, technical specifications, and contractual requirements.

Our multidisciplinary supervision team monitors on-site progress, verifies the quality of materials and workmanship, and ensures that the project remains on schedule. All technical instructions, recommendations, and observations are formally documented in site reports, ensuring full transparency and traceability throughout the project.

BEREP also leads regular coordination meetings with contractors and project partners, followed by detailed progress reports submitted to the Client.

Payment statements are prepared on the basis of jointly verified quantities between BEREP and the contractor, reviewed and certified by our supervision engineers, and then forwarded to the Client for validation.

DELEGATED PROJECT MANAGEMENT

BEREP oversees the entire project, appointed as the client’s representative to coordinate and manage all aspects from the preliminary study phase through to project completion, ensuring the project meets its objectives in terms of quality, cost, and schedule.

Key responsibilities include:

  • Supervising the organisation and initiation of all construction activities;
  • Controlling budgets and overseeing financial administration;
  • Recommending and implementing corrective actions to address deviations in schedule or cost;
  • Reviewing and analysing study and construction timelines;
  • Ensuring that contractual project schedules are maintained and regularly updated.
